Preface
¡¡¡¡Located in the west of China and covering total area of 722,300 sq km, Qinghai is an inland province adjacent to Gansu, Sichuan, Tibet Autonomous Region and Xinjiang Uygur Autonomous Region to the north, to the east, to the south and to the west respectively. Qinghai boasts very rich resources and especially its? hydropower, salt lake, petroleum & natural gas, nonferrous metals, nonmetal minerals, plateau biological and tourism resources are very advantageous in China. After years of rapid development, so far five pillar industry chains has taken shape namely? hydropower development & nonferrous metal smelting-based high energy-consumption industrial chain, salt lake comprehensive development & potassium, sodium, magnesium, lithium, boron, strontium-based salt lake fine chemical? industrial chain, petroleum & natural gas development -driven oil & gas chemical industrial chain, bio-resource development & utilization industrial chain (plateau animal & plant, Chinese Tibetan medicine and bio-product-dominated) and characteristic tourism economic industrial chain.? In recent years with the further implementation of West Development Strategy and China's entry into WTO, Qinghai`s economy is booming. The development of Qinghai, which is now on fast, healthy and sustainable development track, has brought an unprecedented opportunity for investors from home and abroad.ª¥
In order for investors from home and abroad to better know Qinghai Province, its energy & resources, economic performance, social development, infrastructure construction, investment cost and other relevant information, we compiled this guidebook entitled Dynamic Reference Data for Investment in Qinghai Province. We aim to provide best and high quality services for investors.ª¥

£É.Briefing on Qinghai Province
¡¡¡¡Qinghai lies in the west of China and northeast of Qinghai- Tibet Plateau - the ¡°roof of the world¡±neighboring? Sichuan Province to the east, Gansu Province to the north, Tibet to the south and Xinjiang Uygur Autonomous Region to the west respectively. Qinghai has total area of 722,300 sq km accounting for 7.5% of country`s total and ranking the forth largest after Xinjiang, Tibet and Inner Mongolian Autonomous Region. There are 3 cities (including 1 district level city, 2 county level cities), 1 district, 6 prefectures, 47 counties under its jurisdiction. Population totals? 5.432 million including 2.30 million 42 ethnic group population of Tibetan, Hui, Tu, Salar, Mongolian and so on (made up 45.4% of provincial total) and 2.10 million population of Xining City (accounting for? 38.2% of provincial total). It is called ¡°the source of rivers¡± due to the Yangtz River, the Yellow River and the Lancang River all originate here.? Qinghai Province (short for Qing) gets its name because the largest inland salt lake -Qinghai Lake is in its territory.? ª¥
(1)? Natural conditionsª¥
¡¡¡¡Qinghai Province, 3000 m above sea level, has high and steep terrain and unique natural conditions. It is well-known for highest altitude of 6860 m and lowest altitude of 1600m. Being a typical plateau? continent climate it features long time sunshine and strong sunshine radiation. Annually sunshine time totals 2500-3650 hours and annual sunshine rate is 60-80%. Annual solar power received in the province is equivalent to 162.3 billion ton of coal worth 360 trillion KWh of electricity.ª¥
(2) Geographical environmentª¥
¡¡¡¡Qinghai and Tibet are called the ¡°roof of the world¡± comprising of Mt Qilian, Chaidamu Basin and Qingnan Plateau. Qilian Mt, located in the northeast of Qinghai with total area of 110,000 sq km is 1200 km long from east to west and 300 km wide from south to north. In its highland area modern glacier is shaped and in the valley area fine grass is grown. Chaidamu Basin, located in the northwest of Qinghai with total area of 250,000 sq km,? is the third largest inland basin in China with 850 km long from east to west and 300 km wide from south to north. Chaidamu Basin is also called ¡°precious basin¡± thanks to its abundant natural resources. Qingnan Plateau,¡¼JP3¡½ with total area of 350,000 sq km¡¼JP¡½ (accounting for 50% of the provincial total), is the place where there is the most rainfall across the province and also the source of the Yangtze River, the Yellow River and the Lancang River. With Riyue Mt, a famous scenic spot, as watershed, its eastern Huangshui River area, is the key farmland area, with area of 30,000 sq km accounting for 4% of provincial total with densely inhabited population. Its west and south area, with area of 690,000 sq km is main animal husbandry area, made up 96% of provincial total with sparse population.ª¥
(3)Resourcesª¥
¡¡¡¡Qinghai has vast territory and rich resources. It boasts advantageous salt lake and hydro power resources, large reserves of petroleum, natural gas, nonferrous metal and other minerals and characteristic wild animal & plant and tourism resources. It is proved that their development potential is great.ª¥
Hydro power resourcesª¥
¡¡¡¡Qinghai is called ¡°China `s water tower¡± due to it is the source of the three large rivers. Rivers with theory deposit of more than 10,000 KW amounts 108. Total water deposit in Qinghai reaches 23.3746 million KW accounting for 3.5% of country`s total and 27.8% of northwest respectively and ranking the fifth position after Hubei, Sichuan, Yunnan and Tibet and the top among five northwest provinces and regions. Available -built hydropower stations with installation capacity of over 5000 KW ??reach 185? and their total ?installation capacity amounts to ?21.7620 million KW. ª¥
Mineral resources ª¥
¡¡¡¡The distribution of mineral resources in Qinghai province is coal in the north, sand gold in the south, salt lake & oil gas in the west and nonmetal in the east. So far 125 kinds of mineral has been found and 105 kinds mineral has been discovered reserves, of which large sized ore-site reaches 118, medium sized one amounts to 159 and small sized hits 298 respectively (by single mineral variety). Among State guaranteed reserve list 58 kinds of mineral in Qinghai? rank top ten positions in reserve including china's 11 largest? reserve minerals such as potassium, sodium, magnesium, lithium, bromine£¬ asbestos,? graphite, silica, limestone. ?It boasts sodium salt guaranteed reserve of 326.3 billion ton, ?sylvine of 443 million ton, magnesium salt of 4.811 billion ton, accounting for 83%, 97%, 99% of country`s total respectively, and lithium ?ore of 13.91 million ton, strontium ore of 15.92 million ton accounting for 83% and 47% of national total respectively. Proven petroleum reserve totals 208 million ton ranking the tenth in China and proved natural gas geological reserve? amounts to 134.34 billion cubic meter ranking the forth nationwide. ª¥
Animal & plant resourcesª¥
¡¡¡¡Qinghai is one of five largest grasslands in China with available natural grassland area of 31.61 million ha. Wild animal resources features multi variety and wide distribution. It is found that bird variety is more than 290 and mammal animal is 109. Averagely there are nearly 60 economic poultry and beats in per sqkm.? Wild animal &plant resources with development value makes up over one-third of the provincial total. ª¥
Tourism resourcesª¥
¡¡¡¡Qinghai features unique natural scenery, honest folk customs and multi scenic spot and historic sites. Its tourism industry is very promising. Currently 900 scenic spots are available for visitors including 120 certain scale natural ones, over 700 of humanitarian ones and over 70 of natural and humanitarian mixed ones. It also boasts many plateau rare tourism resources and some of them are exclusive in China and even in the world such as Qinghai Lake, Ta`er Monastery, Regong Art, Mengda? Tianchi, Liuwan Relics, etc. ª¤

III. Directive on environment assessment of ?construction project in Qinghai Province
¡¡1.Access condition:ª¥
The access conditions stipulated in State Industrial Policy and conditions for? environment access must be strictly implemented. Construction project must comply with the stipulated requirements of encouraged kind and allowed construction kind of <Promotion Industrial Structure Adjustment Temporary Provision > by the State Council (Guofa £Û2005£Ý 40 ) and encouraged kind of <Industrial Structure Adjustment Directive Category> (2005 Edition) by National Development and Reform Commission (Document number: 40). The documents on environment assessment of limited kind new project and eliminated kind construction project are not be approved. And the documents on environment assessment of following projects are not approved:ª¥
¡¡1). The projects that State explicit eliminates, forbids construction and fails to comply with the provision of State industrial Policy.ª¥
¡¡2). The project that has been listed into State adjustment list, fails to meet? the provision of State industrial policy including steel & iron, electrolytic aluminium, cement, calcium carbide, iron alloy, coke, flat glass, thermal power generator less than 135,000 kw and so on.ª¥
¡¡3). The project that affects eco-environment and pollutes the environment? and lies? in drinking water source protection zone, natural reserve, scenic spot and historic sites, important eco-functional zone, eco-environment sensitive zone and other zones.ª¥
¡¡4). The project that fails to meet overall city plan and environment protection plan. ª¥
¡¡5). The project that is located in core and buffer zone in the natural reserve.ª¥
¡¡6). The construction project that occupies experiment zone of? natural reserve and damages local eco-environment, or the projects that will be constructed in the outskirts of the natural reserve, which damages? the environment quality and eco-function in the natural reserve. ª¥
¡¡7). The project whose existing facilities fails to reach State and local discharging standards and total amount controlling requirements, and fails to use the measures of ¡°with the new to replace the old¡± and ¡°with the large to replace the small¡± and realize the goal of ¡°increasing output and no new pollution¡±.ª¥
¡¡8). The project that has grave pollution, bad product quality, high energy consumption, high resources consumption, high water consumption and fails to meet relevant pollutant discharging standards.ª¥
¡¡9). The projects whose environment quality fails to? meet requirements in the zone ,and at the same time there? is? no way to reduce pollution through measures.ª¥
¡¡10). The project sponsored by the enterprise whose production is explicitly forbidden for treatment in a stipulated period.ª¥
¡¡2. The approval process of project documents on environment protection impact assessment

IV.The development priorities and development potential assessment
¡¡1¡¢Petrolium, natural gas and salt lake chemical-industryª¥
Its aim is to push forward the development of salt lake chemical industry towards deep and broad direction, to widen its development potential based on the resources, development level, technology and markets in order to produce downstream oil & gas products. It is expected to develop compound fertilizer and other serial products using the device of natural gas-produced synthetic ammonia as basic production device and making full use of the advantageous resources of nitrogen, potassium and sulphur resources, to develop acetic acid, dimethylenther, formaldehyde, methanol protein, acetic acid ethylene and other serial products with the device of natural gas-produced methanol as basic production device in order to enlarge its industrial chain, to develop? potassium carbonate, potassium hydroxide products and other serial products utilizing existing 2 million ton potassium chloride project as basis in order to speed up salt lake resources` comprehensive development,? to develop potassium-magnesium sulphate fertilizer products, lithium salt£¬boride and other products, to develop ¡°two alkali¡± and sodium chlorate serial products using sodium chloride as raw material, to develop calcium carbide production device, chloric alkali industry and serial products such as metal magnesium, magnesium hydroxide, fire retardant and snow solvent with magnesium chloride as raw material; to develop lithium chloride, lithium carbonate and LiCo serial strontium products with salt lake lithium drawing? technology as breakthrough, to develop strontium carbonate-based serial strontium products with lazurite as raw material, to develop borax and boric acid product with liquid and solid boron as raw material, to develop medicine grade inorganic salt serial products with salt lake resources as basis, to develop oil gas chemical industry and salt lake chemical industry,? natural gas chemical industry, salt lake chemical industry and other related projects. It is planned with natural gas acethylene, magnesium oxide, and dehydrated mirabilite electrolysis as basic production devices to develop PVC -dominated? industry.ª¥
¡¡2.Coal chemical-industry ª¥
It is expected to develop coal & natural gas chemical industry, electricity, metallurgy and other related united industries, to shape coal resource-energy-environment industrial development system. The development focus is coke and coke oil deep processing. It is also planned to establish coal deep processing industrial chain, to actively develop minerals, electricity united production and to enlarge thermal installation capacity. Its aim is speeding up the development of coke, gas chemical-industry and coal chemical products by adopting advanced production and environment protection technology and quickening the transformation of coal products from simple to deep processing and high value-added. ª¥
¡¡3.Nonferrous metal industry ª¥
It aims to build China`s important alloy material production base,? to shape resources multi metal development-smelting-fine & deep processing-new material chain and to extend alloy material to equipment manufacturing. In the area of aluminium processing industry, it is plannde to develop aliminum deep processing from aluminium ingot to high purity alloy sheet strip and other down stream products, to develop lead-based new type material and other high-tech products, combining aluminium with magnesium, silicon, strontium and other products, to shape aliminium ingot-aluminium based alloy ingot-sheet & strip- foil industrial chain. In the area of metal magnesium alloy material, it is expected to shape metal magnesium production scale as soon as possible with technological development as breakthrough, to develop magnesium-based alloy material, forming mirabilite- metal magnesium-magnesium-based alloy-alloy die casting piece industrial chain. In the area of copper smelting and copper die casting processing industry, on the basis of quickening copper ore development, it is planned to build copper smelting project, to develop copper material products and establish fine copper ore-copper smelting-serial copper products industrial chain. In the area of lead -zinc smelting and its processing, it is expected to enlarge lead and zinc`s smelting scale, to upgrade its technology and equipment, and at the same time to actively develop related products` production.ª¥
¡¡4.Electricity in Qinghai Province ª¥
With ¡°Step development, continuous construction, constructing large and medium sized ones, the combination of hydro power and thermal power ¡± as principle, Qinghai plans to shape multi sponsors and step development mechanism, to quicken the development of large sized hydro power stations in the section of Longyang Gorge -Sigou Gorge on the upper reaches of the Yellow River and at the same time to actively construct the medium sized and small sized ones, thermal power plants and gas stations, to develop solar power and wind power generation. It is planned to develop electricity in the south, thermal power in the north and natural gas in west and in the east linking with State northwest Grid.ª¥
¡¡5.Qinghai Chinese -Tibet Medicine resource development? ª¥
Qinghai has rich medical used animal & plant resources which are multi variety and unique. Some of them are very advantageous. It aims to consolidate and develop advantageous and local products, to speed up researching key technologies such as extracting, separating and purification in order to develop modern? traditional Chinese Tibet medicine, It is also planned to establish? herb plantation and industrialization group.ª¥
¡¡6. Characteristic bio-resources development and livestock product processing industryª¥
It aims to develop pollution-free characteristic products by adopting biological and environmental protection technology making full use of Qinghai`s unique bio -resources, to push forward the development of? organic, green food and health-care products and to speed up the development & utilization of renewable resources. The focus field is meat food processing, dairy product, drinking wine, edible oil, beverage, vegetable processing, bio-resources and health care processing etc. Its aim is to produce high quality products and create name brand. ª¥

Total sunshine time reaches 2000-3600 hours and total radiation amount hits 586-745x 104 Kjoule/ sqm with solar power received worth standard coal of 162.3 billion ton and worth electricity of 360 trillion KWh. Qinghai belongs to wind power rich area and the average wind speed in 90% area reaches 3 m/ second and annual available used wind power stands over 3000 hours. Annual average wind utilization density of 100-105 w/ sqm accounts for 70% of provincial total area. Annual wind resources is worth 78.54 million ton of standard coal equivalent to 175.4 billion kwh electricity.ª¥
